A core reason why the National Model Building Code and the resulting provincial codes moved to an objective-based format is to foster design, system and materials innovation. As a practical matter, however, innovation remains a difficult matter to deal with, and the municipal compliance community is wrestling with how to provide a consistent level of service and code interpretation while exercising the decision-making discretion inherent in considering alternative solutions under the Code. Additionally, there are other complicating factors outside of the Building Code which are also contributing to the problem.
